To help Singaporeans discover their interests, so that they can choose an educational path not determined just by cut off points, but by informed choices about courses and the career opportunities they lead to, the Government will introduce a series of initiatives, starting from secondary school. These initiatives include:
(i) Developing a professional core of Education and Career Counsellors, for our schools and Institutes of Higher Learning, as well as scaling up career counselling services at WDA for our working individuals.
(ii) Improving internships in our Institutes of Higher Learning to make them more structured and meaningful, with more opportunities for international exposure.

SkillsFuture creates a new environment for lifelong learning, which is critical to Singapore’s future, as it will develop the skills and mastery needed to take our economy to the next level. More fundamentally, it will empower every Singaporean to chart their own journey in life and gain fulfilment at work and even in their senior years.

Singapore has built a first-rate school system and highly credible Institutes of Higher Learning. We have also been developing a system of continuous education and training (CET). Over the last seven years , the take-up of CET places has increased five-fold from 79,000 to 384,000, covering more than 30 industries.

Singapore Budget 2015 will invest in infrastructure to meet our future economic and social needs. The Government will:
- Embark on the development of Changi Airport’s new terminal, Terminal 5, to keep its place as a leading hub for international transit
- Improve our public transport
- Develop our heartlands into vibrant homes and communities
- Expand every dimension of our healthcare system

Singapore’s economic and social culture must evolve for us to achieve this transformation towards deep skills and innovation. All stakeholders – individuals, employers and industries – play a role in this process.
As individuals, we have to move beyond grades and qualifications, towards wanting to master what we do at work, and gain satisfaction from it. We must also develop a culture of mentorship and knowledge-sharing.
Employers must recognise that people are their biggest opportunity. They must look for and develop the potential in their people.
In industry, we need a new, collaborative culture, to take Singapore’s skills to a much higher level. This will be especially critical to developing capabilities among our SMEs, who individually often lack the capacity to attract and train people.
